Desmond joined the Legal & Regulations Department of Temasek Holdings (Private) Limited in March 2011, where he is an Associate Director. Prior to this, he was in the government service.
Desmond started his career as a Justice’s Law Clerk of the Supreme Court in 2001, assisting the Chief Justice and the Court of Appeal with legal research. In 2002, he was posted to the Attorney General’s Chambers where he worked as a Deputy Public Prosecutor and State Counsel in the Criminal Justice Division. Subsequently, Desmond was appointed Deputy Director in the Ministry of Health, heading its legal department. From 2009 to February 2011, he served as Deputy Director in the Legal Policy Division of the Law Ministry.
Desmond is currently serving as a member of the Jurong Central Citizens’ Consultative Committee, Community Club Management Committee, as well as the Active Ageing Commitee. In 2009, he was appointed a lay member of the National Transplant Ethics Panel.
Desmond graduated from the National University of Singapore with First Class honours in Law. He later obtained a Masters degree in Law from the University of Oxford. He is married, with one daughter.
